愛媛の大学と企業が育てるグローバル人材育成プログラム
~オールえひめ構想~

愛媛県では少子化が進む一方で、海外進出企業の増加とそれに伴う高度外国人材の需要が増大しつつあります。

愛媛大学が実施する「愛媛の大学と企業が育てるグローバル人材育成プログラム」では、本学と愛媛県、地域経済団体等が一体となり、愛媛県に優秀な留学生を呼び込み、日本就職者数の増大を図ります。初年次から卒業まで一貫したキャリア教育と就職支援を行い、企業が抱える外国人材活用に関する課題を解決するための取組みを通じて、“愛媛地域における外国人材活用の促進”と“留学生の地元就職数の増大”を目指しています。

2017年、「愛媛の大学と企業が育てる高度外国人材育成プログラム」は、正式に文部科学省「留学生就職促進プログラム」に中四国で唯一の採択を受け、全国12拠点の一つとなりました。

また、2021年10月には「愛媛の大学と企業が育てるグローバル人材育成プログラム」として文部科学省の「留学生就職促進教育プログラム」に認定され、文部科学省外国人留学生学習奨励費(奨学金)の特別枠の配分を受けています。

本学においては、留学生就職促進教育プログラム、略して「留プロ」と呼ばれています。

 

 



運営体制

本プログラムでは、すでに卒業生の愛媛県内への就職及び定住の促進に取り組んでいる「地域共創コンソーシアム会議」の下に、「留学生就職促進プログラム協議会」を新設、平成24年度に設置した「グローバル人材推進室」を「留学生就職促進プログラム推進室」に改組し、さらに国際交流・人材育成の各関係機関にも参加いただくことにより、“オールえひめ”の実施体制を構築しました。

この“オールえひめ”体制は、コンソーシアムを形成する各機関と連携して、国内外から優秀な留学生を愛媛県へ呼び込み、入学から卒業まで一貫したキャリア教育と就職支援を行い、愛媛をはじめとする日本の企業へ送り出すという、愛媛県全体で取り組む外国人材育成構想の実現を目標にしています。また、県内11大学で構成する「大学コンソーシアムえひめ」を通じ、他大学への教材提供や公開授業も実施していきます。

本プログラムにより地域の産官学が一体となり、人材育成を通じて国内外の地域の活性化を図ることで、今後の国際交流の推進に寄与する指向です。

In Ehime Prefecture, while the birth rate is declining on the one hand, demand for high-quality foreign personnel is starting to increase as more companies move into overseas markets. In this program, Ehime University, the Ehime Prefectural Government, local business organizations, and others have come together to attract outstanding international students to Ehime, provide them with consistent career training and job search support from their first year through to graduation, and to increase the number of international students obtaining employment in Japan. Another aim of this program is to solve companies’ problems and promote the engagement of foreign personnel by Ehime-based companies through the initiatives pursued in this program.

In 2017, this Career Development Program for International Students became an officially commissioned program of the Ministry of Education, Culture, Sports, Science and Technology (MEXT).

We further developed the program into a “Career Development Program for International Students” with the support by the National Government. As a result, in October 2021, our program was recognized by the MEXT as a “Career Development Education Program for International Students”. It was allocated a special quota for the MEXT Scholarship for Foreign Students.

The program is becoming increasingly well known by its abbreviation “Ryu Pro.”

The aims of the Program for the Cultivation of High-Quality Foreign-National Talent by Ehime’s Universities and Companies conducted by Ehime University are to promote the engagement of foreign nationals in the Ehime region and to increase the number of international students obtaining employment locally.

Under “ The Meeting of Consortium for Center of Community” , which is already engaging in the promotion of employment and settlement in Ehime Prefecture by graduates, a new  “International Student Employment Promotion Program Council” has been established. The “Global Human Resource Development Program Office” established in 2012 has been reorganized into “International Student Employment Promotion Program Council”, and, finally, with the participation of the various organizations engaged in international exchange and human resources development, an “ALL EHIME” administrative structure has been developed.

The goal of this “ALL EHIME” structure is to realize a concept for human resources development for foreign nationals across the whole of Ehime Prefecture. In other words, it aims to attract outstanding international students from within and outside Japan in collaboration with the various organizations in the consortium, conduct consistent career training and job search support from enrollment to graduation, and send those international students on to Japanese companies, particularly those based in Ehime. Further, through “University Consortium Ehime”, which comprises 11 universities in the prefecture, the program provides other universities with teaching materials and conducts classes that are open to anyone.

Through this program, it is hoped that the local industry, government, and academic sectors will unite as one to invigorate regions in and outside Japan through human resources development and to contribute to the promotion of international exchange.
